According to the National Police Agency, bicycle traffic accidents caused by mobile phone use have been increasing in recent years. Among bicycle traffic accidents, accidents caused by mobile phone use have increased by about 53.9% in the cumulative total from 2018 to 2022 compared to the cumulative total from 2013 to 2017.

The revision of the Road Traffic Act was made in response to this current situation. After the revision, not only cars but also bicycles will be prohibited from using smartphones. Riding a bicycle while listening to music on a smartphone

Penalties imposed in case of violation

Violation: Imprisonment for up to six months or a fine of up to 100,000 yen

If causing a traffic hazard: imprisonment of up to one year or a fine of up to 300,000 yen

Repeated violations that may cause traffic danger (dangerous acts): Subject to a training program (fine of up to 50,000 yen if not taken)
